Hi Helen.

I actually had this same-ish problem with my DS a few months back. If you have had it for less than a year, you can return it along with your proof of purchase to either the store you bought it from, or you can deal directly with Nintendo.

If not this sounds like a problem with the touch screen itself. What you can do if you are adventurous enough is take the DS apart and check if the touch cable is loose. If that doesn't fix it, you could order a new one. They are very cheap, around 5 bucks for a new touch screen.
