Resetting the ipad can be done using the Finder on Mac OS Catalina.
# turn off iPad and unplug from Mac
# start Finder
# press Home button
# plug iPad in while Home button is pressed
# iTunes logo will appear on the iPad
# iPad will appear in Finder
# a prompt to update or reset to factory settings will appear on the Finder.
