I had the same issue, none of the suggestions above worked. I had left a pair of batteries inside and they were leaking. I cracked the mouse open and found that one of the chips (Probably responsible for transmitting the sensor data was already corroded. Tried to solder, but it was too late. RIP my mouse.

Lesson learned: Do not leave alkaline batteries inside when storing electronics
