iPhone charges via a wall charger but not on computer
hey
I am able to charge my iphone 4s with a wall charge but when I try to plug in computer it doesn't charge?

Make sure it's not the cable by trying another..
Plus if it's the first time you have connected that phone to the computer give it a few minutes to install drivers it will do this automatically .. U should hear the computer make the ding sound when u first plug it in

Would the a battery issue cause it to be charged in wall and not computer?
Personal experience:) bad circuit board component on the battery prevented it from charging with the 500mAh from the USB but worked with the higher mAh from the wall charger. Easier then to replace the charging IC :-)

You might also want to try a new battery if a new cable does not work.
