When playing there is a green bar moving over screen.

When I try to play my snes there is a green bar moving across the screen from the top to the bottom you can still play its just very distracting and its not the game because it happens with all the games. Its very steady about half and inch wide and goes completely across the screen slowly starts at top and moves to bottom then starts at the top again any suggestions?
