Yes, this is correct. Unfortunately, separating the LCD from the display is quite a task, and doesn't seem to be very doable. You'll have to replace the entire front panel, as shown in the guide.

Its almost impossible to change out just the lcd of the iPhone 4/4S without damaging the lcd. You have to replace the entire assembly the digitizer and LCD because Apple had fused the LCD to the digitizer for a reason, they made it that way so that dirt, dust,etc. wouldn't get in-between the LCD and Digitizer so they decided to fuse them together as a design change from the previous iPhones the iPhone, iPhone 3G/3GS.

My Iphone do now have an area accross the front tuchscreen where the fingertuch does not work - what to do ?? can I repair it ?

Replace the front panel, not fixable.

you can not only change the LCD separately because LCD and digitizer fused together already,so you must get the iPhone 4 LCD Touch Screen Digitizer Assembly complete kit like this one
