Installing New HD cant load OS

I have a Macbook pro that started developing HD problems, Last week it the HD failed.
I was able to get it into target mode to recover data. I tried first to reformat and reinstall Lion, It would run the installer count down and then when it got to 0 time remaining start over. I decided that it was toast and purchased a new hd and installed it. I tried to install the os and using the dvd installers and would try to boot to dvd but would kick it out. I tried to recover from last backup it would and then not see the hd.
It will boot to external usb hd but not let me install lion. I tried using the orginal dvd's but would start and then have boot errors writing to the new hd. I am cloneing my current macbook to see if it will take the cone this is in the process so i cannot report if i will be able to do the reverse. I have tried every trick in my bag to get this new hd to boot the computer but i either get a blank gray screen or blinking ? mark. One other thing when i do try to boot to it i sometimes here 3 ticks right after the cimes with 3 lights on the front near the latch or it boots to external hd. Please help, i am leaning toward that the cable might not be able to handle this hd and not the logic board because it boots to dvd (when it dosnt kick it our) or to the usb hd.

I have reseating the ram twice as well as checking the conections to the new HD twice. I know that 2 g of is the min for this computer and was thinking of upgrading but wanted to install OS with the ram that came with with machine when i bought it new. I am using carbon copy to restore the HD that is inside using a usb HD that will start up and run the computer although rather slow. So my reasoning was that the newer drive is having problems with the old cable.

I am just trying to confirm my best guess that the cable might not be sufficient to run the new HD and since it runs from a usb drive with the same software version, I can see the new hd and clone to the new hd that the problem is the cable

Here is the spec sheet for your drive: Seagate - Momentus. Jump down to section: 4.2 Configuring the drive Do you have a jumper in place? You'll need to put in on. Then reformat the drive and re-install the OS. That should fix the issue.
