I think you may or may not have destroyed your logic board in the process.

The first and most important thing here... Do no freak out. Don't jump to conclusions and all but ignore those that jump right to variations of "your logic board is fried" without knowing more behavior of your system than "It won't fully boot"

First things first... you need to run some trouble shooting.

Upon trying to start up, where in the process does it get? What do you see on screen? Is it making any noises: Hard drive engaging, fans, or is it producing any tones? If so what noises? If tones, how many... long short... is there a pattern? These tones are built in as error codes and can be helpful in diagnosing the issue.

Remove the battery. Try booting from just the power cord. Results?

- If the machine boots up without the battery in, then you will need to run an SMC Rest. This is easy, and can be easily accessed on the Apple Support pages.

If the machine does not boot with just the power cable... again... where does it get in the boot up process?

Will your machine boot into safe mode? (hold shift upon boot) I know you said that they keyboard is not very responsive, but it's worth a shot)

If you can't boot into safe mode, run a PRAM (NAVRAM) reset, or even and SMC reset due to your keyboard being unresponsive... then you will of course need to replace the keyboard, then run those trouble shooting tasks.

If you were able to shut down the device quickly after the spill... and you were at some point, for some time able to still run the system... then you more than likely have a hard drive failure.... not a logic board issue.

Personally, I would grab a new keyboard and a HDD or SSD from [macsales.com|mac sales / OWC] and attempt to boot the machine with a new drive. You will need a fresh install of Mac OS X for this. If you happen to have a boot disc, that would be your best bet. If you have another Mac or a friend with a Mac, you can look on Apple Support for instructions on creating a bootable thumb drive with OS X El Capitan (the latest OS). It's WAY easier than you'd imagine, they built it right into the OS this time.

If not, then you should be able to find one here, on fixit... or possibly even on the link I provided for mac sales. Or, you can always call Apple and see if they'd be nice enough to send you a copy of the latest OS they can send you out on disc or thumb drive. You might have to pay shipping or something, but they've been nice to me before.

Electronics + liquids are bad. But, that doesn't mean a death sentence. I'm writing this from a 2008 15" MBP that took a nice swim on the coffee table (while it was running) after a FULL ...LARGE glass of water was knocked over. TRUST ME... The fix could be as simple as the keyboard and replacing the drive.... or it could be more. No need to worry about the worst, until you can prove it's not he least.

First, we should solve why id doesn't boot. What do you see on boot? What type of screen? Any icon like a folder with a question mark? What have you tried so far?

Second, the keyboard can be replaced. Unfortunately you will have to replace the top case on the computer. Upper case replacement guide here MacBook Pro 13" Retina Display Late 2013 Upper Case Replacement . The parts for this are here MacBook Pro 13" Retina (Late 2013-Mid 2014) Upper Case Assembly

So to replace a keyboard is expensive so solving the boot issue is probably a good place to start as the computer could be used with an external keyboard and mouse as well. Also what version of Mac OSX you are running would help(if you can remember)

If liquid was spilled on the MacBook it really needs disassembled and all affected components cleaned to remove any residue.

Here's a guide on disassembly if you're at all tech savvy: MacBook Pro 13" Retina Display Late 2013 Teardown

I'd recommend using proper contact cleaner to clean the components. Once everything is cleaned and dried well you can attempt to boot the device. If it's still not booting there's damage to the hardware. Please update your question with more detail regarding what happens when you attempt to boot. The more detail the better :-)

If you're not at all tech savvy or you're not comfortable with attempting repairs yourself your next best option is visiting your nearest Apple store or Service centre.

And what will Apple do or tell you with a water damaged machine?

They'll ask you for your wallet ;-)
