Yikes! You have my sympathies.

First thing: Stop trying to turn it on. Adding electrical power to liquid is a good way to fry out the sensitive electronic components.

The next step depends on the answers to a couple of questions. Since the iPhone is less than a year old, it's still eligible for an extended warranty. If you have the AppleCare extended warranty, Apple will replace your phone with a matching phone (same model, same case color, same storage) for $79. The warranty allows you to purchase two replacement phones at that reduced price during the warranty period (two years from the original purchase date). If your phone was using the standard iCloud backup (backing up to your online iCloud account as you go), then once you configure your replacement phone with the same Apple ID you were using on the waterlogged phone, you can restore the old phone's backup to the replacement.

That's the fastest recovery method. But it will cost you $79 for the replacement phone, plus $99 for the AppleCare extended warranty if you haven't already bought that. I'm always concerned with preserving warranty coverage when possible; you paid for it, and you should get whatever benefit it gives you. A lot of credit cards offer accident replacement protection for purchases. That coverage often gives you more favorable terms than Apple's warranty; Apple places a bigger financial burden on the customer for failures from"accidents" than they do for design/manufacturing failures. You should check to see what card you originally purchased the phone with, and see whether it gave you some sort of accident coverage for the purchase.

If you're close to an Apple Store, or if you want to phone Apple Support without identifying yourself, you might ask what your options are without telling them your Apple ID. Very often, the Apple Store kids will clue you in on how to work your way through their system in order to get what you need. It's possible that they might sell you an extended warranty for the already damaged phone, if you don't already have one; "I accidentally ran my brand new iPhone through the washer" is a pretty sympathetic story.

If you want to do surgery on your own, there are a lot of other options; it's important to remember that most will void whatever warranty you currently have. iFixit has some user-created guides on recovering from liquid damage. Generally, the process involves:

  • opening up the phone case
  • dismantling the assembly
  • cleaning all the electronics in alcohol/distilled water (scrubbing the boards a little to remove any minerals/sediment left on the boards and electrical contacts)
  • replacing the battery (liquid contact usually zaps the battery dead, or close enough)
  • replacing any components damaged beyond recovery
  • reassembling the phone

It's kind of an involved process, obviously. iFixit has an iPhone SE teardown, which strips a working phone apart without necessarily considering reassembly. Looking at this will give you a sense of what steps you'll need to take, and what tools will be required. The main iPhone SE page lists repair manuals for separate elements of the phone; you'll use the ones you need to remove/reassemble the parts you find damaged.

Since the iPhone SE is barely two months old, there isn't a wide supply of available parts yet. The SE battery is unique to the model; iFixit has a battery replacement manual, but no replacement battery at this time. You may need to wait a bit for replacement parts to appear in the used/resale market.

In most bigger cities, there are a wide variety of iPhone fixit shops; I have six in my SF Bay Area city, and 20 within six miles. They may be able to get replacement parts earlier than the rest of us, as OEM manufacturers in China start spitting the parts out.
