My 20" Samsung TV starts but a constant blue light is on.
my samsung 20'' BOX TV EASY VIEW DNLe starts on remote and push button but a constant BLUE SCREEN is seen.

joy25leanne that could be caused by a failed main board. You will have to try all inputs and will let us know what model TV this is.
Update (03/24/2018)
Just realized that this is an old question. Again, no matter the model etc. A blue light (screen)is a good indication that the TV does not receive an input.

I have a vizio tv and same thing, just blue light and blue screen
