The optic light on my mouse does not work. Everything else does

You are correct in that if the light is not working in the mouse then the cursor in the PC won't work. It may be that the LED has failed or the components which control the power to the LED have failed. Unless it is something very obvious such as a dry solder joint or a burnt out component (for which there has to be a reason), without a schematic diagram showing the components and their values, it will be very hard to ascertain the cause of the problem.
