If this is the part you ordered:
You will see the sponger in that spot. In your picture the blue sponger has slipped over into joining with the longer black one. See the part photo in the link I gave.

the plastic opening tool that should be in that slot is under the spudger.

That opening tool doesn't fit in that empty slot. The opening tool is where it should be. Nothing goes in that slot, I received mine the same way.
