A hand is broken inside the watch face! What should I do?

The second hand of the watch has somehow fallen off. It is now loose inside the face of the watch and rattles around when the watch is shaken. This hand will also catch on the hour and minute hands and stop them from moving. Can this be fixed?

I just received a Skone watch that I bought from Runway sale. The hand inside the face is broken and loose. I am so annoyed and disappointed as this is my first purchase from the site. Extremely frustrated!!!
