I've tried cleaning the heads cleaning the device and other tips i'd seen online but it's still happening. Any advice?
What would make the print come out double like the black lines don't line up to the rest of an image

I hope this isnt your issue, but I've had to replace an entire head assembly on an HP laserjet before to fix a similar issue. I tried everything from cleaning the heads to trying 3 different types of toner ranging from original to knock off.

A good place to start is to print a print quality test page or self test report. The print should show the colors in either bars or typing, the colors should be clear and sharply defined. One or more colors may be printing offset compared to the other colors and that offset can make the image look blurry or even a double print.
HP has a tool that you can download, found on this page (https://support.hp.com/us-en/product/hp-...). This tool is supposed to fix scanning and other problems.
If the tool does not fix the problem, remove the toner cartridges and drums and inspect the laser aperture for dust. Use a clean lint free cloth to remove dust, do not use canned air as that will just blow dust to places hard to clean. A laser vacuum or finely filtered vacuum can be used, house hold vacuum cleaners are not suitable because it will suck up the toner and blow it out the exhaust.

I had all colors but black on hand that I took out of the machine and put in new. it seemed to clear the problem up temorarily and now the yellow is the halo the is not lining up with the other colors. I noticed another issue too,it's like every 3 pages or so it will look like a bite was taken out of the text, sometimes it is at the bottom of the page, some times it is at the middle other times at the top. always about the same size piece is missing. always from somewhere on the right.. Do you think replacing black would make the problem go away? do you think replacing the black toner will fix my issue?
We had an HP at work and when I changed the toner it would click in to place.. i noticed that these ones just sit in the tray and didn't click in to be secured, is that normal?
The print defect you describe is unusual in that it repeats about every 3 pages. Normally the print defect shows up 3 time per page. The cause of that defect is something stuck to the imaging or fuser roller; tape or a label can cause image defects.
Go to the link I gave you, it shows how to do a test print job although the information seems generic for more than one model laser jet printer. Also in mid page is a link to an HP tool to fix problems. I am curious if the tool is helpful or if it has limited use.
If you can find the test print, print quality page or status page, then that should give you enough information to find the cause of the print quality problem. You can make your own print test by making 4 squares of the colors Cyan, magenta, yellow and black. Also print words in Green, Red and Purple to see if the colors align properly.
I have an hp officejet 4652 and i have inly had it a short time. After the first cartridge replacement it started the blurred effects also. I have tried all of your sokutions and have determined it to be a piece of crap printer.

The same thing just happened to me and of course I panic because I am working on a project due in the mail tomorrow. It was definitely the black because I placed an old black cartridge. So I shook up the original new black that was in the machine and it WORK!!!!! Thank You Lord….

I used to use HP toner toner however I had switched to a generic branch I found online. (Much cheaper) 1st few worked no problem and they a got a batch of bad one that was causing this problem. I switched back to HP genuine toner and never had an issue since.
