Samsung UN55H6203AFXZA US01 55-inch LED TV won't power on!

I have installed a new power supply board AND a new Main Board into my 55 inch Samsung. When I disconnect the connector from the Power Supply board to the back lights, I get a standby light on the front of the TV. Now if I then plug in the connector from the power supply board to the back lights, I have no standby light! What wrong? If I try to power on using the remote, OR the power switch on the TV, the standby light dimly flickers, blinks a few times, (5 or 6 times), and then goes out. I wait a few minutes and it, (the standby light), returns to normal.

The Power Supply is supposed to put out 13v but meter shows out put is btw 11.5 and 12v. This is a new board but I wonder if it's defective.

Also, I have a service manual and it tells me to test voltage at IC-204, IC-206, IC-208, on the main board but I cannot find these on the board. Can someone help me locate them or tell me where the test points are for them ? I see LC-204 LC-206, but nothing starting with IC.

Finally, could the T-Con board cause TV to not power on? I have a new T-Con board but have not yet installed it.
