I have a life one x that will fully charge when powered off but will not charge while powered on. The red LED does not light. It does have a cracked glass but other than that everything works except charging while powered on. I currently do not have a simm in the phone, does that matter? How can I fix it?

have you tried swapping usb cable and charger. if still not charging issue may be with connector or motherboard itself.

Yes, I have swapped USB cable, also the charger with no change. It does charge when shutdown so it doesn't seem to be hardware related unless the software can enable/disable the charging or the battery voltage is being reported as charged to the processor but the LED does not change to green, as it should, in that case.
some times factory reset may help the situation. look into the connector of phone with magnifying glass or click photograph with phone and zoom. see if there is corrosion inside the connector or damage.. drain battery to 0 and let it shut down itself then charge to full.
