Motorola G won't reset? Youtube no help!

Tried to reset phone.

• Held 'power+down volumne'.
• Selected 'factory'

* then 'Vol up'.

• Next steps to 'wipe data' ok
• Phone reboots
• Motorola screen appears
• select language
• loads apps -
• Opening screen with normal icons appears for 1 sec!!
• then returns to Welcome screen.
• Emergency calls at bottom?
• Swiping arrow does nothing
• tapping emergency phone does nothing

Someone pls help, what am I doing wrong or missing??
