Grinding and whining noise when turning my steering wheel

Recently I've replaced the power steering pump the tensioner belt and pulley The Idler pulley and a serpentine belt on my 02 Ford Ranger XLT 3.0, and although I am no longer getting the same squeaking and squealing noise anymore, it still makes a loud grinding and whining noise whenever I turn my steering wheel whether I'm sitting still and it's idling or whether I'm making a simple turn left or right while driving down the road. In the last week I have spent about 500 something dollars trying to get the power steering system working right and all attempts have failed. I also have noticed that the power steering pulley is extremely tight on my truck and that it does not spin freely like all of my other pulleys do. What could be the cause? Anyone have any answers?
