What causes night running lights, fog lights, an door chime

My night running lights will not come on when I turn the headlights on, but my lights function normal as long is headlight or in opposition.I found the fuse in the fuse Box under the hood blown that are designated for by Tail running lights. So I replaced the fuse, And the running lights, door Chime, and fog lights come on and will not shut off regard list what I do except pull the fuse. However the fuse blows frequently. We could possibly be the cause of this and how can I fix the truck to where it is normal again
