Won't turn on or charge.
I have a PSP that will not take a charge or power on I have tested the charger and it's putting out 5v so it should run with just the charger but it won't.

Sounds like a potential batter issue. You could get a new battery found on Ebay for pretty cheap.
Another likely solution might be the charging port, that would indicate the battery is in place but is not turning on and no charge.
Since I assume you have a multimeter, test the continuity (looks like a wifi symbol, ->|-))), ) place either leads in the charging port and the other lead on any of the battery pins on the PSP to see if there is any connection.
If there is no sound or zeros on your meter, your issue will be either the port, mother board, or battery pins on the PSP.
Hope that solves your problem or at least identify your issue.
