sudder downshifting from overdrive

the torqe converter lockup is having problems when down shifting from overdrive if i accelerate slowly but if i give it gas it unlocks fine a mecanic dis connected the tcc solinoid and it stoped completly but now i have no lockup in my torqe converter could the problem be a badvariable speed sensor are trasmission oil pressure switch are maybe a torqe converter cluth lockup solinoid are is my converter just bad
