Why can't I transfer programs from my pc to my tablet
When I connect my Tablet to my pc it only charges and the pc does not recongnize it.

It may be your cable. Assuming it is a USB/MicroUSB cable, there are some of those cables that are "charge only" and don't conduct data. I have a couple like that, and I have prominently labeled them to avoid confusion. Try a different cable, if you have one, or take it to the store and try it there. Good luck.
