My display screen has a splinter crack in it. The crack is dispersed enough that it doesn’t impede anything that’s displayed on the screen. I’m assuming this crack is what’s causing the touchscreen capabilities to stop working. Any help or insight would be appreciated.

Here’s a link to the service manual for your laptop.
Scroll to p.54 to view the necessary pre-requisite steps and then the procedure to remove/replace the display assembly.
An online search for Dell Inspiron 11 3147 touch screen gave results for suppliers of the part. Unfortunately all that I found said “currently out of stock”. You may have better luck in trying to get a replacement touch screen.
However there are new and used complete assemblies available, i.e. LCD screen and touch screen, if you can’t wait and the price is right. ;-)
