Every time I input the password the phone restarts. If I don’t input the password it will stay on. I can’t restore it because the phone won’t connect to my PC without the password. If I input the password it restarts again..

I've had this problem before. Don't remember if it was the memory in the phone failing.
What you'll need to do is try running an update on the phone first then restore as last resort it sounds like corrupt firmware.
To put phone in recovery mode press and hold volume down and power. Keep holding both but when you see it turn off switch to holding volume up and power and it should go into recovery mode.
iTunes will then allow you to either update or restore. Restore will factory reset the phone while update won't do so.

Thanks for replying. I have one issue. I don't know when to stop holding volume up and power. Also should I have it connected to iTunes while doing this? If I do this correctly it'll show itunes on the iphone with a picture of a lightning cable right. Can you walk me through the holding down of the buttons once more but don't leave out any details about when to let go.. Thanks a lot again
Okay here are the exact steps I just tried on an iPhone 7.
While it's plugged into computer just press and hold power and volume down keep pressing even after it goes off and on apple logo until you see the iTunes symbol on the screen then you can release both keys.
iTunes does not need to be open in order for that screen to appear.
Once that's done iTunes will prompt when open for the phone to be updated or restored.
