I’ve tried everything. On the phone it says the server can’t be reached. on iTunes it says it can’t obtain activation data. The iPhone is on 12.3.1 and has been water damaged. I’ve restored through DFU and regular update. Is this a Hardware issue?

Yes this would be a hardware issue if it has seen liquid. If it doesn’t show an IMEI number in 3Utools that would confirm it. I wouldn’t spend too much time on this phone and defiantly no money.

The IMEI and MEID are present and iTunes has no errors while restoring.
If you really need to proceed on this phone you would have to remove the shields and check all the RF components under a microscope. This would be what we call going down a rabbit hole. If you can, remove the shields and put it through an ultrasonic cleaner.
