My PlayStation isn't connecting to the TV.

Basically my PlayStation turns on

The blue light keeps flashing and it starts making a large whirlwind type of noise.

Also I can't do the reset as it doesn't beep twice when holding down for 7 seconds. Usually I have it pressed for 15 seconds to switch the machine off.
