No video signal after I power down and then back on.

My PlayStation 4 won’t send video signal to my tv until I unplug the power cable and then reinsert it and go through the whole hard drive cleanup process. After that, It will continue working properly until I power down and then attempt to restart it at a later time. At that point, I have to do the whole process of unplugging and plugging the power cable back in again.

Some information:

I have switched HDMI cables

I have tried changing resolutions with no results (I have it on automatic now)

I have turned off HDCP with no results

If I start in safe mode, everything works.

(When the PS4 is not sending video signal) If I plug headphones into the controller, I will not hear any sound implying that it has not booted to the home screen

I memorized the button pushes to turn off the console with no video signal and nothing happens

It almost seems like the boot process doesn’t finish and it locks up before sending video to the tv with no way to power down other than pulling the power cable

So, my question is: would I cause damage to my hard drive by constantly doing the power cable removal to use my PS4? Or what would fix this issue so I can avoid doing that?
