Swap Thunderbolt Display logic board w/ LED Cinema Display board?
Would it be possible to mod a Thunderbolt Display and replace its logic board with a logic board from a LED Cinema Display?

No, the two use completely different display panels, and likewise, the control boards are different.
I doubt the internal connectors are even the same.

Ugh.
It may not make fiscal since but would a panel and logic board swap work and a little case modification for the IO ports?

Now they're maybe a window here! I've not done this but it does appear possible! You need a GPU board that supports TB3/USB-C then use this adapter About the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter

@danj Currently have 2 Thunderbolt Displays connected to a Mac Mini.
In the process of building a Ryzen based Windows 10 system which does not support Thunderbolt.
The displays are flawless and I can't stomach the ideal of putting them on eBay for $200 when I paid almost $1000 for each.
A video card with DisplayPort would be a lot lot lot cheeper than new monitors.
There are no adaptors or converters for Thunderbolt to HDMI/DVI/DISPLAYPORT
