Sharp 43" Roku TV not turning on, but blue standby light blinking

My Sharp 43" Roku TV suddenly stopped truing on. The blue LED near the power button is blinking . Opened and checked the voltage on power board (PN 210935 / PCB# RSAG7.820.6666). The hot section output is around 60V, but the 12v and 16v outputs are 0. Does the power board need any signal/pulse from the main board to turn on. Can hear a repeated ‘tick’ sound near the input section and the frequency is half that of the blue LED.

Can I be sure that its a bad power board. If the power board is bad, how the standby LED is blinking.

Any reply. hints or suggestions would be highly appreciated. I dont want to throw away a big TV if its repairable. Looking at this forum, this seems to be a common issue . Unfortunately Sharp is not willing to help since it’s 6 month out of warranty.
