my touch bar is flickering white, and there are dead pixels in the middle of it. I've tried doing all the fixed that apple suggests, and I think it's a hardware issue, but I can't pay the $800 they said it would cost to fix it.

Are sure that you have dead pixels (a hardware problem) or stuck pixels (a software problem)? Stuck pixels can be fixed for free.
To see if you have stuck pixels, try going to www.flexcode.org/lcd2 (make sure you have Adobe Flash Player installed). Run their online software, which will make your screen flash rapidly a few times to “unstick” the pixels.
If that doesn’t work, then you may have dead pixels, which means that your LCD display needs to be replaced. There is a tutorial on how to do that at the link below: MacBook Pro 15" Touch Bar 2017 Screen Replacement
Please be aware, however, that a new LCD display will run you $699.99.

The OP's issue is the Touch Bar not the main display.

The Touch Bar can get damaged from cleaner dripping under the edges. Using a hair dryer on low heat see if you can dry it out. Otherwise you’ll need a new uppercase (what Apple installs) or MacBook Pro 15" Retina (Late 2016-2017) Touch Bar Assembly while cheaper, it a fair amount of work to replace, best to let someone who’s done it do it.
