Thinkcentre M90z Fan always stuck at 100% usage

Hello, my Thinkcentre M90z (all in one) has both the cpu and Powersupply fans stuck at 100%. I’ve tried a plethora of fan controlling software, tried flashing in a new bios but to no avail. i’ve also put all the BIOS settings on their default but the fans continues to be stuck at 100%. Any ideas?

Edit: The CPU is running at a cool 60ºC under load
