Bottom screen flashes, blue light comes on but turns off

Hi so I tried to swap a working motherboard AUS version into a Japan console, i turn it on and the bottom screen flashes white once then turns off, the blue light comes on and turns off. I am wondering whats wrong? the small ribbon cable home button looks damaged because it gets in way when I close the case is that what is stopping it from turning on? or could it be another ribbon cable? please help. This was also a working motherboard.
