My Dyson SV04 does goes on and off when I try to vacuum but stays on if I just turn it on without vacuuming anything. I think that it’s a bad battery. I need to know how to take apart the battery pack and replace the individual cells.

Well, you can buy replacement packs for Dyson on Amazon; for example, a replacement for SV04 pack is $39.99, and currently (heh-heh) the capacity is listed as 5000 mAh. I see 4000 mAh replacement packs on eBay for only $28.
Compared to some battery packs for tools, this price is quite reasonable. To rebuild yourself, you’ll need six cells to get 21.6 volts, and I see six cells at 4000 mAh each on eBay but for $37, so there isn’t much incentive to rebuild them yourself unless you’ve got a great deal on cells. And they’re probably flat-tops that need to be welded.

I have experience with 18650 cells and have a welder. I agree that, for the price, buying a new pack is the way to go.
Two of the cells are glued to the holder for placement of the temperature sensor for the BMS. They were almost impossible to remove without damage. That being said, I was able to salvage two cells out of six.

If it runs on lithium it can be quite dangerous to rebuild if you don’t know what you’re doing or don’t use the proper tools. If it runs on something like nickel metal hydride (NiMh) or nickel cadmium (NiCad) you should be able to rebuild it fairly easily. If you can get a model number wither from the machine or the battery pack that would be helpful.
