I plug earbuds into the audio jack and hear nothing. I plug it into a charge base with built in speakers and I hear nothing. I have tried restore twice and that did not help.

Given that you know your speaker system is working, your logic board needs to be replaced. Looks like you can get a refurbished one on ebay for 50 dollars. And here is a guide on how to replace it iPod 5th Generation (Video) Logic Board Replacement

I have discovered that when I connect to my computer with the usb cable that I can play songs from the Ipod and have audio through my computer speakers.
