My tv Doesn’t turn on and doesn’t show red stand by light

Hi,

I have QN75Q7FAMFXZA. The tv does not start and does not show red standby light. I have opened the tv to take a look at the power supply board (BN94-11439A). The fuse is fine on the power supply. It has two output. One output (CNV903) goes in to the main board has a reading between 108 to 123 V. The other output (CNM803)that goes in to the BN94-12769A , shows reading of 0.797 V on pin(3,5,7,9 instead of 12.8V) . should I get BN94-12769A ? Or is it an issue with my power supply board ?
