Phone won't charge unless I plug it in then I have to restart the phon

Okay this is actually the second replacement phone that insurance has sent me when I use my insurance to replace a cracked screen on my old phone anyways this is the second replacement phone that they sent me I've had it for a couple of months starting to freeze but more importantly it won't charge if I just plug it in I have to plug it in then I have to restart the phone.

I've tried it for chords I tried to put charges the only way it will charge is I plug it in and then I restart the phone.

Does anybody have any suggestions
