Does the phone indicate that the battery is charging when the charger is connected?

Have you tried using a different known working compatible charger or connecting the phone to a computer's USB port to see if it charges at least?

If it can't charge the battery then the battery will become depleted and the phone won't turn on either way, with the charger or the battery.
