Samsung LED TV UN40C6300 Horizontal Lines and Blurred/Ghosting picture

Hello this TV is about 12 years old with moderate use. TV is an LED model with model code of UN40C6300. After being on for about a minute the horizontal lines show up with blurred motion and ghosting (attached images). I fixed a few tv's over the years by replacing power boards and main boards. I'd like to see, however, if this is something that can actually be reasonably fixed...Anyone else have the same issue with this TV?
