It's blocked? If yes, what can I do?

Hi guys,

I get second hand iPad 6th generation. Everything look OK no sign to iCloud etc... but when I get home I try to use my iCloud to sing in but I can't - it's taking really long to sing in and after I get message:

Unable to sign in because of a problem communicating with iCloud. Try sign in again.

But if I check my devices on iPhone I can see that "I am sing in to this iPad" !

So I connect iPad to my MacBook and I get:

This iPad is linked to an Apple ID. Enter the Apple ID and password that were used to set up this iPad.

f●●●●●@icloud.com (my iCloud account start with R)

So it's locked to another account ?

But why it's look I can use it ? I mean in Setting there is no iCloud account.

Also I am guessing that there is not way how I can find out email address where I can contact owner.

@roboscrap You can’t get the email address, privacy concerns!

You said you got it second hand? Contact the person you got it from. It’s probably under their account, unless you’ve bought it from a random seller who in actuality was selling stolen goods!

@geirandersen I am afraid that is the second option as I am trying contact this seller but no luck yet :(
