Hello i have a 16gb 3gs iphone it worked fine and than i didnt use it for a few months and now when i go to use it it wont cut on or charge or anything no sign of any type of charging when is plugged in either does have the red water dmg sticker but it worked completely fine and have had that for a long time i was wondering what might be the issue or any ideas on fixing this.

My two guesses are dead battery (possibly finished off by being off for several months) or fried "other component" due to water damage. While the water may not have caused an immediate short, the water may have caused corrosion which built up in the time the phone was inactive. My suggestion would be to open the phone and due a visual inspection to see if anything is noticeably damaged. If all looks ok, try replacing the battery first. Let us know what you find.
