Will boot into recovery mode, but won't boot normally.

I bought I broken new 3ds xl a little bit ago that I'm really quite stumped on. If you power the console on normally the blue light will come on and stay on and it will play the brand new console music, after about 3 seconds you can hear the music stop and the console start to boot loop. During this entire process neither top or bottom screens turn on. If you try too boot into recovery mode though, it will boot into recovery mode and both screens will turn on. Note the console does have custom firmware and you can get into the Luma menus. I personally believe the console is soft bricked but I truly am lost, Any ideas?
