My amd rx6650 graphic card not spinning

hello, whom it may concern, I was wondering I built my PC last year. My specs on PC is . 1. MSI B660 motherboard Tomahawk ddr4 12 gen. 2. intel i7 CPU 12007k 3. corsair 32 GB rams 3600 speed. 3 2tb samsung 970 m.2 ssd 4. amd radeon rx 6650 8gb gpu. I question is my fan on my graphic card is not spinning anymore. It felt kind of hot and when I play games it’s not hot and when I don’t play games, it cools down. I even checked the bios. It looks OK nothing changed. even my cpu sometimes gets kind of hot as well when i game. i hope u can answer my question see what to do b4 i go buy another graphic cards which they can’t be return thank you.
