@thomaswile as already addressed, we need to see the complete board, both sides. Looks like the traces could be on the bottom side since the VIA's are right there.. Make sure that you post images that are well focused and large enough. Also, there is a variety of different boards out there, hence the importance of good images. It looks like it needs to go to IC15 pin 32

As you can see, (the images are large enough for you to zoom in) the traces from C47 are the Vias connecting to C13 on the underside.
To answer your question "Can it Be Mounted on the Underside?" The answer is, Yes. All you have to do is to clean the mess on top, check the traces and if they are okay, you can solder the capacitor on either side.
Your board may not be as damaged as it looks. Once all the old solder and debris has been removed, you may just be surprised by how little damage there actually is. Give it a try. After all

@thomaswile give this a good cleaning. Soldering iron, flux and a desoldering braid should clean most of that mess off. After that use some isopropyl alcohol and a cotton tipped applicator to clean that some more. Let's see the bottom of it.
