I have bought Mac Air M2 but when plug cable in they did not power on and so try Shift + Options + Comand + Power On , somes time green light of WebCam is ligth but still this and not power on

The Green LED on the FaceTime camera is telling you the SMC reset you attempted worked! But that's just by luck as the systems battery still has enough residual power to do the reset.
You need to get a USB-C power meter to place inline with your charger to visually see if the system is even taking power.
As you just bought it I would recommend you return it letting the seller address the problem or just get your money back. It's a strong likelihood the Battery is bad and/or the logic boards charging logic has failed needing deeper repairs. That bargain may end of costing you more in the long haul!
