Does the laptop's WiFi detect, connect and maintain a stable connection?
If it also doesn't sometimes the problem with unstable connections is due to a loose/faulty antenna in the laptop. The WiFi and BT use the same antenna (2.4GHz band)
Try using a BT device as close as possible to the laptop lid i.e. <15cm and check if it detects, connects and maintains the BT connection.
If it does then there's a good chance that it's the antenna/antenna connection that's the problem.
