took me quite a while but i figure out how to fix it,
as i clean the CPU fan and put everything back in
i notice that the fan was not running at all, so i decide to order one from amazon and fix it, but the new fan din't even turn at all too, but windows was running but running very hot, after reading thousand post, some say reset bios, or remove 3v motherboard battery but none of this work , rumor say if the laptop been having a fan error for to long dell system prevent the system to control the fan...
here what i had to do, i follow this video on how to make sure speedfan start on startup
very important and the only one that work for me so far.

set the fan to run at all the time or create youre own controller now fan run fine, temp is about 36 Celsius on idle and laptop run like a new.
there is other option but i dint have to do it since speedfan was making it run perfectly
just make sure speedfan always run on startup else the fan won’t run.

i did try bat file and Shell:startup under widows command line but both din’t work.
Last advice don’t install speedfan in C:\Program Files (x86)
bcuz you speedfan may not work if you are not always log as administrator
Just install it in like C:\Speedfan\ - as a example.

for some reason picture do not show up, even after i fix the resolution! there some good guide as how to set up speedfan on youtube, most important part is to get it to start on windows startup.
under command line in windows search bar type this
Task Scheduler then click on it and watch the above youtube link on how to do it. fix my issue work perfectly fine now.
