First we need to take off the face plate.

Use a paper clip or a long pick tool to manually open DVD Drive.
Depending on who manufactured the drive, the hole might not be in the same place. On mine, there is no metal hole behind that white plastic hole. If you look in the photo for step 1, follow the edge of the white plastic just below the metal door of the tray. There are two white notches towards the left side. The one closer to the middle of the unit is often the one to push the tool into. But it took me many tries to get it right - very easy to miss. If the tool goes too far in you are too high - try angling slightly down, away from the door.
Once you get it open, try blowing compressed air all around in there, and manually push and pull the tray a few times. In my case that was good enough to get it working again.

Use tweezers to take a rubber belt of 2 pulleys in between the hole in the DVD Tray.

Use the tweezers to put the rubber belt back on the 2 pulleys we took them off of.

I have found it is easier to start with the big pulley first then once around the big pulley get the belt around the small belt.

Close the DVD Drive and put the face plate back on.

Plug the system in and test to see if the drive works.

the picture you show is not my console
It had to use different tools to open and clean the rubber pulley with 70% Alcohol. Thank you for posting it i fixed my 2009 Black xbox 360 Console.
How did you open your Xbox? Because mine also doesn’t have that hole

How do you get from Step 2 to Step 3? Take apart the console right?
The disc drive on mine didn't have that hole that you used to turn the gear, so I had to improvise. I was able to get it cleaned though
Yes it's ok, there's a wide hole with a wheel and you have to turn the wheel to the right until the disc drive goes done and you can pull it out.
