The only thing I can tell you is to check call forwarding. One would expect a call would only go to voice mail when you are either on the phone, not answering or you've enable call forwarding for a specific number or all numbers. My Alcatel Flip Phone went to voice mail WITHOUT ringing mysteriously until I disabled all call forwarding. Now it behaves: it goes to voice mail on no answer or when line is busy. Sales people are surprisingly unaware , not much help (T-Mobile) especially if you're a prepaid customer or a senior.

What is wrong when I call from my iPhone and goes straight to voicemail
I had the same trouble because I accidentally blocked my friend's phone call. Whenever she called me, my phone did not ring and she was pushed directly into my voice mail. I fixed it by unblocking her phone number.
My Alcatel My Flip phone only has a CALL ID option in the Call Forwarding tab, nothing about managing a forwarded call, has no option to Always forward a call.
