From what I know of NTSC and PAL, no, you can't use the NTSC-J display to replace a PAL display as the signals do not match. If you wanted to do that, you'd need to further mod your system to accept the NTSC signal and such, which is a big job modding the console. Most times you'd see this mod job done on a Sega Genesis or Dreamcast (to name a few).

NTSC - National Television System Committee is used primarily in the Americas

PAL - Phase Alternation by Line is used primarily in Europe

In this case you have a NTSC-J for Japan, while the NTSC-U is for United States (presumably) and the PAL for all European areas. What parts make the difference? I don't know for sure but some previous research I did found it dealt with the color encoding and how that information is displayed on video screens and such. So I would guess that most (or all) of the parts are designed and manufactured to accommodate those areas only.

My best suggestion would be to continue searching for a PAL display for your system.
