Playstation just shows static
Anything I do, safe mode or not it just shows a snowy/static screen, tried a different screen and hdmi cable. The hdmi port however looks perfect.

Sometimes even if the port looks perfect there is still one pin that is messed up. If the port is, in fact, perfect then it could be a problem with the HDMI ic chip or even one of the capacitors, diodes or resistors on the motherboard.
Just to confirm though, if you've tried multiple HDMI cables and TV's it is very likely to be an HDMI problem on the console.

Yeah, I'll strip it down and see if the pins behind are damaged but I have a big feeling it's the ic chip since I can't get any picture at all
Yes, it could be.
Well I stripped it apart today and even from behind it all looks perfect, also plugging it into my pc monitor there is no static at all, just no signal. It's a bit hard to tell what is the issue since everything looked normal.
It's most likely the HDMI ic chip but there are several diodes in the HDMI circuit that can cause this type of problem as well.
